In his second tour with the United States Air force, Sam Wilson was promoted to pararescueman with the 58th Rescue Squadron. He was tasked with recuse and retrieval missions in combat areas, and during a routine extraction, lost his wingman Riley to an RPG blast. The inability to do anything except watch as he fell from the sky left its mark on Sam - it had rendered him useless when his friend needed him most. No longer able, or willing, to find a reason to continue service, he returned home to join the Department of Veterans Affairs where he took up a position that focused on helping soldiers cope with post traumatic stress disorder.

During a peaceful, early morning run, Sam encountered Steve Rogers who annoyingly kept passing him - we get it, man, you're fast. They bonded over their time as soldiers, leading Sam to recommended some music as they talked about Steve's life in the forties as it compared to present day. He extended an offer Cap's way to come visit him at the VA some time, so he could impress the girl at the front desk, and was delighted when Rogers kept his word and stopped in. The pair talked about Riley, and how he'd found a new purpose helping veterans adapt to being home again, at which point Steve admitted that he didn't know what to do with himself if he wasn't a solider. Sam assured him that he could do anything he wanted, whatever made him happy, and this marked the beginning of their friendship, effectively pulling Sam into Steve's high-profile, adrenaline filled world.

Now on the run from HYDRA operatives disguised as SHIELD agents, Steve Rogers and Natasha Romanoff show up and seek a safe place to stay, which Sam gives without hesitation. When he learned everything that was happening, Sam offered his help, and explained that he'd been part of a military project that tested winged jetpacks; which they could borrow and use during their mission. While Sam didn't necessarily want to go back to being a soldier, to that lifestyle, he felt that the mere presence of Captain America meant something. He believed in Steve so he believed in the mission.

He fell back into the life as if he'd never left it. He helped the others track down a sleeper agent, Jasper Sitwell, in order to find the answers that they needed. This led to information about Alexander Pierce and his involvement with assassinating anyone who threatened HYDRA. Sam exhibits all the traits of a well-trained soldier, keeping Sitwell quiet while they decide what course of action to take. Enter the Winter Soldier, Bucky Barnes, who proceeds to rip Sitwell from a moving vehicle so that he can't talk, and starts a fight in the middle of a busy highway. Sam uses a machine gun to fight off HYDRA soldiers and jumps into the exo-7 suit to help Steve and Nat fight off the Winter Soldier. Here, the group is surrounded by HYDRA, led by Brock Rumlow, and taken away to be executed.

Keeping his cool, Sam notices that Natasha is losing too much blood from her wound, but before any action can be taken, Maria Hill saves them, leading them to Nick Fury. Sam is loyal to Steve, supporting his idea to destroy SHIELD and through it any HYDRA members that have found their way into the agency - even if it means fighting the Winter Soldier again. When they talk it over, Sam gives it to Steve straight, letting him know that Bucky might not be the same man he was before. He understands that it's not an easy thing to hear, but he'd rather Steve be upset with him than go into a fight without having looked at all sides of the situation.

Sam still finds a way to inject humor into a tough situation, jokingly asking Steve if he practiced his speech ahead of time or made it up as he went along. He brings a calm, easygoing demeanor to the fight as they enact Steve's plan. Installing the microchips on the helicarriers is almost a success before they're stopped by the Winter Soldier. He keeps a strong resolve after his flight suit is damaged and he refocuses his attention on keeping Fury safe from Rumlow. It requires a jump from the 41st floor of a building, dodging helicopter blades, and surviving explosions, but the team, with Sam's help, manage to stop HYDRA/SHIELD.

Even though he doesn't know everything going through Steve's mind, he understands that the man is loyal to his friends and that he still sees Bucky as one. Sam sits by Steve's bedside while he's recovering from Bucky inflicted injuries, and plays music for him until he's healed enough to wake up. Though Steve looks a hot mess, thanks raccoon eyes, he agrees to go with Steve to find Bucky because that's what friends do. They don't judge or criticize, they're faithful no matter what the situation might be. He keeps up the search on his own when Steve is called away to help the Avengers, stating that he's happy chasing cold leads because Avenging is Steve's world and it's a crazy one at that.

It's not until a few of the Avengers retire that Sam is recruited and agrees to join up alongside Vision, Rhodey, and Wanda. He then goes through training with a new set of wings so that the team can prepare for the future.

Bested by a man the size of an ant, not that he's going to talk about that, Sam has one of his first solo missions in the form of detaining an intruder in one of Stark's facilities. He's unsuccessful, and his suit sustains damage, but he learns not to judge another based on their appearance alone. Joining back up with the rest of the Avengers brings him to a mission to track Brock Rumlow. The team works well together, taking hits for one another, and watching each other's backs at all times. The team takes a hard blow in the form of accidentally hurting civilians, lighting on the fact that even though they are considered to be superheroes, they're only human and they make mistakes.

In the aftermath of the very publicized incident, the United Nations institute the Sokovia Accords which are meant to keep the Avengers under strict guidelines since innocent people keep getting hurt. Sam doesn't agree with them. The way he sees it, they're doing more good than harm, and though he wouldn't want anyone to get hurt, he's been a soldier most his life and understands that casualties are inevitable. He makes sure the team knows where he stands, and that's not on the side of the Accords. He figures that they'll be locked up soon enough because grieving people need someone to blame, and who better than the Avengers.

While in the U.K. for Peggy Carter's funeral, he'd accompanied Steve, someone appearing to be the Winter Soldier set a bomb off where the Accords were about to be officially signed. After learning that the King of Wakanda, among others, had been killed in the attack, they travel to Vienna to investigate. Now that everything has come back down to Bucky, Sam attempts to point out one more time that he might not be the same guy, and that he could be the one responsible. Steve doesn't believe it, he knows Bucky, and while Sam isn't as confident, he trusts Steve and that's all that really matters.

Now in Bucharest, Sam plays wingman while Steve confronts Bucky in hopes of learning what's going on and helping him out. Others looking for the Winter Soldier show up, and after a city wide fight, the Joint Counter Terrorist Centre capture all of them and take them in. T'Challa, son of the Wakandan King, helps in their extraction, believing that Bucky is the one responsible for his father's death. During questioning, the doctor interviewing Barnes triggers the Winter Soldier and uses him to gain information. They attempt to stop Bucky, and him and Steve manage to get him to a safe location so that Bucky can be subdued. Sam is wary, not as quick to trust him, and maintains that attitude even after Bucky convinces Steve that he's him and not the Winter Soldier.

Discovering the true villain, Zemo, points them in the direction of the HYDRA base where numerous 'Winter Soldiers' had been created. While attempting to get to a jet to take them there, the members of the Avengers team that had been in support of the Accords try to stop them. They're split now, friend against friend, but Sam's loyalty still lies exactly where it always has - with Steve. The fight ends with Bucky and Steve getting away, but the team is broken, fractured. Sam is arrested along with the others on his side - Clint, Wanda, and Scott.

Sam sticks to his guns. He's locked up on The Raft, and he's not happy about it. He hadn't wanted to hurt any of the others, feels responsible for Rhodey's injuries, but doesn't give up any information he has on Steve's whereabouts when asked. He trusted Steve's decision to stop Zemo at all costs and he might not be okay with how it all turned out, he knows it was for the best. When Tony Stark comes to him, he only gives up Steve's location when Stark agrees to go as a friend and not an enemy. Later, Steve comes back for him and the others, freeing them from the Raft. They're now fugitives hunted by the government.

Abilities/Special Powers:
exo-7 falcon - a specialized winged jetpack; he can fly super fast, but with an enhanced degree of maneuverability and agility similar to that of an actual falcon. He can use it to avoid automatic fire and increase the force of his hits via the increased momentum and acceleration created by his jetpack.
fancy goggles - The EXO-7's goggles allow him to view in multiple spectrums and see objects that are either far away or too small to see for the naked eye.
marksman - skilled with a rifle in intense situations.
hand to hand combat - standard fighting abilities, nothing fancy.
pararescueman - part of the United States Air Force, tasked with recovery and medical treatment of personnel in humanitarian and combat situations.
tactician - good with strategy, especially where Redwing is involved.

Third-Person Sample:
There's thirty of them, give or take.

About five feet tall. Small teeth, little hands. All grouped together in bunches of three or four, mumbling to themselves in a language only they can understand. One of them points at Sam, giggles, he thinks that's what it was anyway, and then they're all laughing at him or with him or at some funny joke that went over his head. One, he could handle, even two or three on a good day, but this many? Nah, this is a mission for better men than him.

Fact is, he doesn't have a choice. There's nobody else.

"Which of you is the oldest?" One of those little hands hit the air. "Yeah? Good. You're in charge until I get back. Everyone sit down. No, not on each other."

Events. Wonderland seems to have them every other week. He doesn't mind them, usually, but this one went from weird to freaky in less than twenty-four hours, leaving him essentially alone in the mansion. He knows keeping his cool is the only way to make it through, even if he'd really appreciate some backup right now. He formulates a plan, best he can with what he's got, that will have him done and back before anybody does any permanent damage.

Sam has to be sure that he is actually alone now, so he has to go outside. Make a lap or two, but his wings aren't working and it's going to take some time. He points to the exo-7, puts on the sternest face he can manage - he calls it the Bucky Barnes, that guy never smiles, and then points at each small group in turn.

"I better not look in the window and see anybody flying around in that. I'll be gone ten minutes, tops."

He sighs as the laughter picks up again, none of that was funny, and he shuts the door behind him on the way out.

...kids. Every single person in Wonderland younger than ten but him. Better be over soon, is all he's saying.

First-Person Sample:

[Sam knows this isn't a dream, he doesn't have the imagination for it. What he doesn't know is where the hell he is and if anybody from home is here, too. He should play it cool right? Yeah, he should play it cool.]

So, I'm lookin' for a guy, well three guys. One's always on my left.

[Nice. Kinda cryptic, too. He's not much of a spy, but it might be enough to make Nat proud.]

The second guy's real small and no fun at picnics. [Even better.] Third, uh, likes birds? Might've been a bird at some point, it's hard to tell.

[There's a pause. He's gotten off track.]

And there's a girl. Sweet, has an accent, could kick your ass if she thought about it long enough. If anyone has any idea what I'm talking about, cause I sure don't, hit me back.
